Request for Quotations, Sealed Bids for New Appliances for an Instructional Head Start Modular Building 

710 Corona Ave. Laurinburg NC.

RFQ Release Date March 28, 2022

Bids must be in a sealed envelope and marked “Appliances attention Bosco Locklear.”  

Bids will be received by Southeastern Community Action Partnership, 405 N. Elm St., Lumberton, N.C. 28358 (PO Box 1025) 28359 until April 13, 2022, at 4:00 p.m.  

Bids can be mailed, or hand-delivered, but they must be in the office or post marked by the deadline posted above.  

No proposals will be accepted after the due date and time posted above.

Bids will be opened publicly on April 14, 2022, at 10:00 a.m.  Vendors desiring to participate will be allowed to attend, however a final decision will not be made at the time of the bid opening.  Selection of bidder will be made based on which bid is the most responsive to the solicitation and most advantageous to the agency.

Delivery and Setup

All equipment must be inside delivery only, Agency will not accept any drop shipment of equipment. If there is an additional cost for inside delivery, include the cost in your quotation.

Specifications

  • 1-6’ Superior or Equivalent Stainless Steel Restaurant type-1 wall canopy Hood System with light, Make-Up Air & Exhaust Fan with grease box & Fire Suppression System.  To include duct work between exhaust riser on hood & fan, stainless steel backsplash 80” high & 84” wide.  Price shall include installation for a turnkey job.
  • 2-54” Reach-In Arctic Air or Equivalent Refrigerators with stainless steel front & sides, 4-casters; 2-locking.
  • 2-40” Reach-In Arctic Air or Equivalent Freezers with stainless steel front & back sides, 4-casters; 2-locking.
  • Pre-Rinse Faucet T&S Brass unit with an 8-inch wall mount, chrome-plated brass mixing faucet. 12-inch swing nozzle with a 44-inch, stainless steel, flexible hose with a heat-resistant handle and a hold down ring.  An overhead support spring attached to the hose to keep it in shape and upright even when it is pulled down. Spray valve rated for a flow of 1.15 GPM, allowing fully-heated water to begin flowing quickly. The Cerama cartridges, the part of the faucet that increases or decreases water flow, needs check valves that prevent water from cross flowing. 
  • Wall Mount Pot Rack Overall dimensions: 96 in. W x 12 in. D x 12 in. H
  • Imperial or Equivalent 60″ 10 Sealed Element Electric Range, 208v/1ph with solid top, (2) standard ovens, (1) chrome rack per oven, splatter screen, infinite heat controls, porcelain oven interior, stainless steel front & sides, back-guard, landing ledge & kick plate, 4-casters; 2-locking.
  • Beverage Air or Equivalent Milk Cooler 49” wide, with 20.32-cu.-ft. interior space, temperature holding range: 36-38 degrees F, external thermometer, and electronic controls.  Lids self-latch, locks on lids, wire floor racks for storage, 4-in. plate casters, 2 with locks, automatic defrost, floor drain & operates with R290 hydrocarbon refrigerant.  Made of durable stainless steel.
  • Ice-O-Matic or Equivalent Ice Maker with Bin not over 40” wide, able to produce as much as 313 pounds of full-cub ice in 24 Hr. with a bin for 242 pounds, 6-inch legs, air cooled, self-contained condenser and dual exhaust system that processes hot air efficiently.   The bin’s door needs a sloped front and hinged on top, and inside the bin an insulated liner that protects the ice from high temperatures.
  • Water Filter for Ice Maker
  • Berner or Equivalent 48″ Heated Air Curtain – (2) Speeds, White, 208v/1ph.
  • Stainless steel Worktable, 60″W x 30″D, with 6″H stainless steel backsplash, adjustable stainless-steel under-shelf, stainless steel legs & adjustable bullet feet, NSF
  • Arctic Air AWR25 30 3/4″ or Equivalent one section reach in Refrigerator, right hinge solid door, 115v.  25.0 cu. ft. capacity not over 30” wide, electronic thermostat with digital LED display, +33°F to +41°F temperature range, (3) adjustable wire shelves, white epoxy coated front & sides, white ABS interior liner with stainless steel floor, (4) 4″ casters (2 locking), bottom mounted self-contained refrigeration, R290 Hydrocarbon refrigerant. 

Debarment 

Suppliers must certify that to the best of his or her knowledge, this company or anyone associated with this company is not currently on the debarment list from receiving state or federal funds for payment.

Rights

Southeastern Community Action Partnership, Inc. reserves the right to reject all proposals received in response to this RFQ.  A contract for the accepted proposal will be drafted based upon the factors described in this RFQ. Once a vendor has been selected Southeastern Community Action Partnership has the right to negotiate further with the awarder of this bid request. All price quotes must be honored for 90 (ninety) days from the date of the award of this bid.

Southeastern Community Partnership, Inc. will not be responsible for any cost incurred by respondent in preparation of this quotation.

    Ericka Jones Whitaker, Ed. D, Chief Executive Officer

    Dr. Ericka Jones Whitaker assumed the Chief Executive Officer role of Southeastern Community Action Partnership, formerly Southeastern Community & Family Services, Inc. (SCFS), in 2014. SCAP is one of the largest Community Action agencies in North Carolina. Whitaker oversees an annual budget of over $22 million, through several federally-funded programs and leads approximately 250 staff.

    Dr. Whitaker is the recipient of the Carl D. Perkins Humanitarian Award by the Southeastern Association of Community Action Agencies (SEACAA) for her overall community leadership, specifically for bringing resources to the counties she serves during Hurricane Matthew. Whitaker is also the recipient of the Roselle Copeland Stewardship Award for her work specifically in Community Action and has received other leadership awards for her servitude in various communities.

    Whitaker previously held management positions with several nonprofit trade associations in Washington, D.C. to include the National Association of Student Financial Aid Administrators (NASFAA) and the American College of Obstetricians and Gynecologists (ACOG). She was also a former full-time Executive in Residence/Professor at the University of North Carolina at Pembroke School of Business and often teaches as an adjunct instructor. Dr. Whitaker serves on the Board of Directors for CAPLAW which provides legal and financial resources to Community Action Agencies, the North Carolina Community Action Association, and the Fayetteville NC Chapter of Jack and Jill of America, Inc where she has served as the Foundation Chair.

    Whitaker holds a Doctor of Education (Ed.D.) in Educational Leadership and Administration from Fayetteville State University in Fayetteville, NC; a Master of Science in Administration (MSA) with a focus in Nonprofit Management from Trinity Washington University in Washington, DC; and a Bachelor of Arts (BA) in Business Communications from The University of Maryland, University College in College Park, MD.

    Born in Ft. Campbell, Kentucky, Dr. Whitaker is the youngest child of three who were raised in a military family. Dr. Whitaker has lived in 7 other states and Europe and continues to have a love for traveling and cultural cuisine. With all of the “hats” she wears, Dr. Whitaker believes nothing takes precedence over her most important role as a mother to her beautiful daughter.

    Her favorite quote is by former South African President, the late Nelson Mandela: “Lead from the back and let others believe they are in front.”

    Liying Reeder, Chief Financial Officer

    Liying Reeder has more than 20 years of progressive experience in accounting and management and holds a Bachelor of Science in Accounting. Ms. Reeder’s personal motto is that “One person can make a difference.”

    Cynthia Foskey, Executive Administrator

    A servant-leader with a servant’s heart for others, Ms. Cynthia Foskey is the Executive Administrator for Southeastern Community Action Partnership. With over 26 years of experience in community and non-profit sector work, Ms. Foskey holds an Associate’s Degree in Business Administration with a concentration in Management.

    Tamara Monroe, MHRM, Chief Operating Officer

    With over 10+ years of Human Resource experience in retail, local and federal government, higher education and nonprofit sectors, Tamara Monroe is the Chief Operating Officer of Southeastern Community Action Partnership. Ms. Monroe holds a Bachelor of Science degree in Business Administration with a focus in Management, and a Master’s in Human Resource with a focus in Organizational Management.

    Her motto is: “Success isn’t about how much money you make; it’s about the difference you make in people’s lives.” – First Lady Michelle Obama.

    Kathleen Lowe Jacobs, MSW, Community Services Block Grant Program Director

    With over nine years in The Community Action network, Mrs. Jacobs has a passion for encouraging and empowering individuals who are seeking change. She received her Master’s in Social Work and also holds a Master’s in Management and Leadership from Webster University.

    Her motto is: “All things are possible no matter what gets in your way! You can do it!”

    Tonie Brite, MS, Head Start/Early HS Director

    Tonie Brite manages Head Start/Early Head Start activities, including overseeing program operations and program development regulations. Ms. Brite holds a Bachelor of Science in Education and a Master’s in Human Services.

    Tiffany Anthony, Section 8 Program Director

    Tiffany Anthony brings over 15 years’ experience in Community Action, case management and advocacy for individuals, children and families that face economic challenges with limited resources
    Tiffany holds a bachelor’s degree in Psychology & Communications.
