We Need Landlords in Scotland County!

Southeastern Community Action Partnership (SCAP) is actively seeking rental property owners and property managers in Scotland County (or within a 10-mile radius of the county line) who are interested in partnering with us through the Housing Choice Voucher (HCV) Program — also known as Section 8.

By becoming an HCV landlord, you help provide safe, stable housing for families in our community while receiving reliable rental payments.

Why Partner with SCAP?

When you lease to a Housing Choice Voucher participant:

  • A portion of the rent is paid directly to you each month by SCAP through federal housing assistance payments (HAP)
  • You receive consistent, on-time payments
  • You help strengthen families and stabilize our local community
  • You maintain full authority to screen and select tenants using your established rental criteria

Our team works closely with landlords to guide you through the process and answer questions every step of the way.

What Is the Role of an HCV Landlord?

As an HCV landlord, your role is to:

  • Lease decent, safe, and sanitary housing
  • Charge a rent that is reasonable compared to similar units in the area
  • Maintain the unit in compliance with Housing Quality Standards (HQS)
  • Fulfill the lease agreement just as you would with any tenant

All assisted units must meet federal Housing Quality Standards, which include requirements related to:

  • Sanitary facilities
  • Water supply
  • Food preparation and refuse disposal
  • Structural soundness
  • Illumination and electricity
  • Smoke detectors
  • Lead-based paint safety
  • Interior air quality
  • And overall safe living conditions

SCAP will conduct an inspection before the lease begins and periodically during tenancy to ensure the unit meets these standards.

How to Become an HCV Landlord

Becoming a participating landlord is a straightforward process:

1. Contact SCAP’s HCV Department

Let us know you have a unit available in Scotland County (or within 10 miles). Our team will explain the local process and next steps.

2. Select a Tenant

Voucher holders search for housing on the private market. You may screen and approve a voucher holder using your standard rental criteria.

Once selected, the tenant submits a Request for Tenancy Approval form to SCAP.

3. Unit Inspection

SCAP will schedule a Housing Quality Standards (HQS) inspection to ensure the unit meets program requirements.

4. Sign Lease & HAP Contract

  • You and the tenant sign a lease agreement.
  • SCAP prepares a Housing Assistance Payments (HAP) contract between you and SCAP.
  • Once executed, you begin receiving monthly housing assistance payments directly from SCAP, and the tenant pays their portion of the rent.

Owner Requirements

To participate, owners/property managers must:

  • Provide proof of property ownership
  • Complete and sign a W-9
  • Be eligible to receive federal funds (not debarred or suspended)
