SCAP Names Syreeta Shaw to Lead CSBG Expansion in Four North Carolina Counties

LUMBERTON, N.C. – Southeastern Community Action Partnership (SCAP) has named Syreeta Shaw as CSBG Director, Piedmont Region, where she will lead the organization’s Community Services Block Grant expansion efforts across Durham, Chatham, Orange, and Randolph counties.
February 4, 2026, by the North Carolina Department of Health and Human Services Office of Economic Opportunity to serve as the Community Action Agency for the four counties following a competitive selection process.
Shaw brings nearly two decades of experience in Community Action and human services, with deep expertise in CSBG administration, strategic planning, Results-Oriented Management and Accountability (ROMA), grant compliance, community engagement, and organizational leadership. She has managed multi-county programs, led cross-functional teams, and developed initiatives designed to strengthen families, promote self-sufficiency, and improve community outcomes.
“Having experienced leadership guiding this work from the start was essential,” said Dr. Ericka J. Whitaker, CEO of SCAP. “Syreeta brings a deep understanding of the Community Action network and a genuine commitment to the communities she serves. Her experience will be critical as we establish partnerships, listen to residents, and build a strong foundation for long-term service delivery in these counties.”
In her role, Shaw will oversee planning, community engagement, partnership development, and implementation activities associated with the expansion of CSBG services throughout the Piedmont Region.
“Community Action is rooted in helping people build pathways to stability and opportunity,” said Shaw. “My focus is on showing up, listening, and working alongside residents and local leaders to make sure what we build here is truly responsive to the needs of each county. I’m glad to be doing this work with SCAP.”
SCAP is currently working with the Office of Economic Opportunity to establish local board representation, complete onboarding requirements, conduct community needs assessments, and build the operational framework necessary to support long-term service delivery. Services are anticipated to begin by the end of 2026.
Residents will have an opportunity to meet Shaw and learn more about SCAP’s plans for the region at two upcoming Big Pop Up Family Resource Fairs on June 29 in Orange County and June 30 in Durham County. Both events are free, open to the public, and require no registration.
