Southeastern Community Action Partnership (SCAP) administers multiple Housing Choice Voucher programs to expand access to safe, affordable housing throughout Scotland County and within a 10-mile radius of the county line.
The Project-Based Housing Voucher Program is offered in partnership with The Michaels Organization, owners of Greenfield Apartments in Laurinburg, NC.
This 48-unit housing community receives project-based rental assistance for income-eligible residents. With project-based vouchers, assistance is tied to a specific property rather than the individual.
In addition to rental assistance, SCAP partners with local agencies to provide housing counseling services that help educate participants about budgeting, financial readiness, and the homebuying process.
Tenant-Based Housing Choice Vouchers increase affordable housing options by allowing eligible families to lease privately owned rental properties in the community.

Before assistance begins:
Once approved, SCAP executes a Housing Assistance Payments (HAP) contract with the property owner. This authorizes SCAP to make monthly subsidy payments directly to the landlord on behalf of the family.
If a family moves, the HAP contract with the owner ends, and the family may transfer their assistance to another eligible unit.

The SCAP HCV Program serves all of Scotland County and areas up to 10 miles outside of the county line.
To complete your Section 8 application, you must attach copies of the following documents for all household members:
Proof of guardianship and/or kinship care (if applicable)
Applications will not be processed if all required documents are not submitted at the time of application.
Each completed application will receive a number and time stamp documenting your position on the waiting list.
Any updates to your application must be submitted in writing on Thursdays beginning at 9:00 a.m.
The waiting list will remain open until June 26 of each year.
