The I. Ellis Johnson Multi-Family Housing Project, led by Southeastern Community Action Partnership (SCAP) in Laurinburg, NC, is set to make a significant impact on the community’s affordable housing landscape. This project was among 12 developments chosen for funding from the Supportive Housing American Rescue Plan (SHARP) and will receive a portion of the $43 million allocated to address affordable housing and housing insecurity. 

In February 2023, Scotland County commissioners allocated 14 acres of land in north Laurinburg to SCAP, aiming to tackle the area’s affordable housing challenges. SCAP’s plan involves constructing 55 affordable housing units on the site. Since the land donation, Scotland County has secured over $9 million in funding from the Affordable Housing Development Fund (AHDF), facilitating the project’s financing and completion in collaboration with SCAP.

The I. Ellis Johnson Multi-Family Housing Project signifies an important move towards creating accessible and affordable housing options in Laurinburg, where 21.5% of families currently live in poverty. This project aims to address these challenges and alleviate the burden faced by Scotland County residents.

Dr. Ericka Jones Whitaker, CEO of SCAP, expressed gratitude for the additional funding towards the I. Ellis Johnson revitalization and affordable housing project. She emphasized the agency’s commitment to supporting the local community and addressing housing challenges, stating that this initiative reflects SCAP’s core mission and values.
