Southeastern Community Action Partnership (SCAP) is excited to be awarded $9,656,244 through its partnership with Scotland County to build affordable housing in the I. Ellis Johnson Multifamily Housing site. 

The project is aimed at revitalizing the area and addressing the pressing need for affordable housing. The initiative will result in the development of 55 affordable housing units. The project signifies a significant step towards promoting accessible and affordable housing, fostering economic stability, and improving the overall quality of life for local residents.

SCAP CEO, Dr. Ericka Jones Whitaker remarked, “These grant funds exemplify the County’s unwavering dedication to fostering affordable housing and sustained economic growth within the historic I. Ellis Johnson area. The community is in dire need of affordable housing, and we are deeply appreciative to be a part of this endeavor to uplift this remarkable community. At the heart of our mission lies the commitment to empower the individuals we serve, and we firmly believe that one of the most impactful ways we can achieve this is by providing high-quality, affordable housing to this community.”

The N.C. Office of Recovery and Resiliency (NCORR) awarded $43.2 million from the Affordable Housing Development Fund (AHDF) to four municipal governments and one tribal government to increase community resilience. This third round of AHDF funding prioritized government entities that had not yet received affordable housing funds from NCORR, including Bladen, Duplin, Jones, Pamlico, Pender, and Scotland counties. Local and tribal governments were encouraged to apply for financing for single-family homeownership development or multifamily housing rehabilitation or new construction outside of the 100-year floodplain. The funds will be used to increase the availability of safe, affordable housing in areas of the state that experienced major damage from hurricanes Matthew and Florence.

Scotland County, the second AHDF grant recipient, plans to utilize the $9,656,244 award in conjunction with funding from the North Carolina Housing Finance Agency’s Supportive Housing American Rescue Plan program and bank loans, forming a strategic partnership with Southeastern to finance and complete the project.
