SCAP Welcomes Dr. Rangel S. Moore as New CSBG Director

Southeastern Community Action Partnership is pleased to welcome Dr. Rangel S. Moore as the agency’s new Community Services Block Grant Director.
Dr. Moore brings more than 15 years of experience in higher education, student success, enrollment management, and federally funded TRIO programs. Throughout his career, he has focused on expanding opportunities for underserved populations through mentorship, educational outreach, leadership development, and community-centered service.
In his new role, Dr. Moore will help lead SCAP’s CSBG efforts to support individuals and families as they work toward stability, self-sufficiency, and long-term success. His background in education, administration, and partnership-building aligns closely with SCAP’s mission to strengthen communities and connect people with resources that support a better quality of life.
Dr. Moore holds a bachelor’s degree from the University of North Carolina at Pembroke, a Master of Public Administration from Capella University, and a doctoral degree in educational leadership from Liberty University.
His commitment to uplifting communities is reflected in his work to inspire young people, strengthen families, and build partnerships that promote educational and social advancement.
